On 2 March 2022, for the first time in history nations agreed to commit to develop a legally binding agreement in the UN Environment Assembly (UNEA) with the approval of 175 countries worldwide. For this resolution an Intergovernmental Negotiating Committee (INC) has been created and its first session took place in Uruguay at the end of 2022, its second session took place in France between 29 May – 2 June 2023. The third session of Intergovernmental Negotiating Committee (INC-3) is planned to be held between 13-19 November 2023 in Kenya.


Since the UNEA-5 Resolution that has been accepted in 2022 sets the ambition of completing the INC work by the end of 2024, the Global Plastics Treaty will be negotiated among parties with more INC sessions until the end of 2024.


In the third session, the nations are negotiating to develop an international legally binding instrument on plastic pollution, including in the marine environment; this third session continues with the negotiation of nations on different subjects such as financing, sustainable production and recycle of plastics, circularity, multilateral arrangements and institutional agreements.
